If there is more than one Approver under the Budget Authority does it route to each Approver?

 Yes, it will route to everyone listed as an Approver, however  only one of the Approvers would need take action to approve.  Once it is approved, the creator, as well as the other Approvers will be notified that the document has been approved through an email in Outlook.
